TERMS OF SERVICE: CONTRACT.

INTRODUCTION

The National Council for Children’s Services (NCCS) is a State Corporation under the Ministry of Labour and Social Protection within the State Department for Social Protection and Senior Citizen Affairs. It is Established under section 41 of the Children Act 2022 to regulate, coordinate and oversight children’s services. The Council is also mandated to advise the Government on all matters relating to children in Kenya. 

JOB PURPOSE

An Officer at this grade will be deployed to head the Department of Registration and Licensing and will be reporting to the Chief Executive Officer.

Duties and responsibilities entail: -

  1. Regulating, registering, approving, evaluating and monitoring the implementation of Child Welfare Programmes proposed by Charitable Children Institutions in accordance with the Children Act, 2022;
  2. Establishing panels of persons from whom guardians ad litem will be appointed by the court in matters relating to children including adoption as per the Act;
  3. Maintaining and updating a register of guardians ad litem;
  4. Establishing, maintaining and updating a database of children in Kenya;
  5. Accrediting and licensing duly registered adoption and child protection agencies in order to facilitate domestic and inter-country adoptions;
  6. Establishing, updating and maintaining a database for domestic and inter-country adoptions;
  7. Receiving and keeping records and reports on children available for adoption from Charitable Children Institutions, adoption societies, parents and guardians, authorized officers and other relevant persons; 
  8. Establishing, maintaining and updating a register for children free for adoption and prospective adoptive parents;
  9. Certifying and declaring children free for adoption;
  10. Establishing, maintaining and updating a database of adopted children in consultation with the Registrar; and 
  11. Undertaking any other functions as may be lawfully assigned.

PERSONAL SPECIFICATIONS

For appointment to this grade, an officer must have: -

  1. Bachelor's degree in any of the following disciplines: - Communication; Education; Sociology; Law; Library and Information Sciences; Gender and Development Studies; Community Development; Counseling and Psychology; Sociology and Religious Studies; Sociology and Economics or its equivalent qualification from a recognized institution;
  2. Master's degree in any of the following disciplines: - Education; Community Studies; Research and Public Policy; Project Management; Gender and Development Studies; Guidance and Counseling; Counseling and Psychology; Sociology; Public Administration and Policy or its equivalent qualification from a recognized institution; 
  3. Leadership course lasting not less than four (4) weeks from a recognized institution;
  4. At least Twelve (12) years of work experience, five (5) of which must be in senior management;
  5. Membership to a relevant professional body where applicable; 
  6. Computer Proficiency; and 
  7. Fulfil the requirements of Chapter 6 of the Constitution.

MANDATORY REQUIREMENTS FOR THE POSITION

Applicants MUST provide the following documents on application:

  1. Duly signed application letter;
  2. A detailed curriculum vitae indicating current and previous employers, position held, level of Education and names of at least three professional referees;
  3. Certified copies of academic and professional certificates; and
  4. Certified copy of National Identification card or Passport.

Shortlisted candidates shall be expected to present the following clearance certificates;

  1. A valid certificate of good conduct from the Directorate of Criminal Investigation,
  2. Valid clearance certificate from Higher Education Loans Board (HELB),
  3. Valid Tax Compliance certificate from Kenya Revenue Authority (KRA),
  4. Current clearance from the Ethics and Anti-Corruption Commission (EACC),
  5. A current report from an approved Credit Reference Bureau (CRB).

TERMS OF SERVICE AND RENUMERATION

  • Appointment to the position is on a contract term of five (5) years, renewable once subject to satisfactory performance and retirement age.
  • The successful candidate will be offered a competitive remuneration package as per the Salaries Remuneration Commission (SRC) guidelines.
