Departments

Office of the Chief Executive Officer (CEO)

The office of the CEO is established pursuant to the Children’s Act 2022 (No.29 of 2022), section 48 (1). The CEO’s main responsibility is to provide strategic leadership to the NCCS to effect its mandate of regulating, coordinating and oversighting children’s services in Kenya as well as advising the government on all matters concerning children. The CEO is responsible for day-to-day operations and is also Secretary to the Council. 

Registration and Licensing Department

The Department of Registration and Licensing is responsible for receiving applications, vetting for purposes of registration and licensing of Charitable Children’s Institutions, Volunteers and other persons offering welfare services to children. 

The Registration Division is responsible for receiving applications, vetting for purposes of registration of Charitable Children’s Institutions, Volunteers and other persons offering welfare services to children. 

The Licensing and Certification Division is responsible for Licensing of Charitable Children’s Institutions, Volunteers and other persons offering welfare services to children and to certify and declare a child free for adoption. 

Compliance and Enforcement Department

The Compliance and Enforcement Department is responsible for undertaking surveillance and enforcing adherence and compliance to set standards in all operations of children welfare services. 

The Compliance Division is responsible for monitoring the adherence and compliance to set standards on all matters relating to child welfare. 

The Surveillance and Enforcement Division is responsible for undertaking a general surveillance of the Kenyan space to ensure implementation of the principles of both international and Kenyan law in respect to matters relating to children. 

Public Awareness, Capacity Building and Partnership Department

The Public Awareness, Capacity building and Partnerships Department is responsible for coordination and management of the Advocacy, public education and awareness, capacity building and linkages functions of the Council.  

It is responsible for causing required public education and awareness in the Kenyan populace and ensuring that requisite capacity for proper care of children in distress is realized. 

The Partnerships and Linkages Division is responsible for causing the mooting of appropriate partnerships and linkages with both partners and stakeholders on matters relating to children and to nurture the established relationships.

Planning & Business Process Re-engineering Department

The Planning and Business Re-engineering Department is responsible for facilitating research, policy reviews, strategic planning, hosting the Quality Management System, coordinating Performance Monitoring and Evaluation and Risk Management.

The Division is responsible for coordinating the development of strategic plans, policy development and research. 

The Department is established pursuant to objects of the Council and is responsible for hosting the Council’s QMS and coordinating the management of risk.

Corporation Secretary and Legal Services Department

The Department is established in pursuant to the provisions of Mwongozo code of Governance. The department is responsible for the provision of Council secretarial services, legal advice, litigation management, regulatory requirements and implementation of good corporate governance.

Corporate Services Department

The department of corporate services is established pursuant to the State Corporation Act Cap 446, Public Finance Management Act 2012, HRMP Act No.52 of 2012, and Section 3.6 of Mwongozo Code of Governance. The mandate of the Corporate Services Department is to provide leadership and coordination of Finance and Accounts, Human Resource Management and Development, Administration, Corporate Communication and Information & Communications Technology.

The Division is responsible for ensuring the Council has Human Resource Capacity and is adequately developed to enable it deliver on the overall mandate of the Council, develop and implement effective Administrative policies, procedures and processes.

The department is charged with ensuring prudent management of financial resources and the reporting thereof within the existing legal framework.

The Corporate Communication Section is established to ensure that the Council’s positive image both internally and externally is maintained and efficiently document the success and capabilities of the Council’s mandate and activities by managing the knowledge collected and sharing it with others both internally and externally. The Section is responsible for enhancing Council’s visibility; establishing the branding, marketing and communication strategies, policies and plans; developing linkages between the Council, media and relevant stakeholders; and managing Council’s internal and external communications. Further the Section is responsible for Communication crisis management and event planning. 

The Information Communication Technology section is responsible for management of information and communication systems through development and maintenance of ICT systems and procedures to ensure that the Council Leverages in technology for effective and efficient service delivery.

Internal Audit & Risk Assurance Division

The Department is established pursuant to the provisions of the PFM Act, 2012 and Mwongozo Code of Governance. It is responsible for providing assurance on the Council’s internal control systems, risk management framework and the governance structure.

Supply Chain Management

The Supply Chain Management Division is established pursuant to the provisions of the Public Procurement and Assets Disposal Act, 2015.  The Division is responsible for the overall coordination and management of the Supply Chain Management function i.e. procurement planning, procurement processing, inventory management, disposal of assets and contract management.
